On October 5, 2023, representatives of the EU Parliament and the European Council reached an agreement to amend the F-Gas Regulation. This agreement covers important points, including
An accelerated reduction in the total amount of fluorinated greenhouse gases available to zero in 2050,
a ban on the placing on the market of monobloc heat pumps and air conditioning systems (up to 12 kW) containing F-gases with a global warming potential (GWP) of more than 150 (which includes R32) from 2027 and a complete ban on F-gases for these products from 2032,
a ban on the placing on the market of split/air/water heat pumps and air conditioning systems (up to 12 kW) containing F-gases with a global warming potential (GWP) of more than 150 from 2027, split/air/air heat pumps from 2029 and a complete ban on F-gases for these products from 2035,
a ban on the placing on the market of stationary refrigeration systems (with the exception of chillers) containing F-gases with a GWP above 150 from 2030
a ban on the maintenance and servicing of stationary refrigeration systems containing F-gases with a GWP above 750 from 2032; recycled and reclaimed refrigerants are exempt from this.
It should be noted that these data are provisional and final approval by the Council and Parliament must be awaited before the amended F-Gas Regulation enters into force. Various stakeholders have expressed their views during the amendment process to ensure a balance between environmental protection, practicability and technical feasibility. However, they see challenges and concerns, particularly with regard to the rapid phase-out and the ban on servicing and maintenance of high GWP refrigeration systems.
